Establish a planning team including key lay leaders

• Define the role and scope of responsibility. Ensure a thorough understanding of the changing role of the pastor and laity in church growth

Evaluate quantitatively all hard data on programming, lay leadership, facilities, growth and financial history

• Evaluate performance in all major disciplines
• Determine demographics of immediate area
• Utilize concentric circles from purpose driven church
• Perform comprehensive space utilization review

Determine the role of every staff member and how their ministry area is contributing to overall mission of the church

• Current personnel task summary
• Evaluate job descriptions
• Departmental ministry review
• Conduct staff interview

Gain a thorough understanding of operating culture that is in place

• Review existing organizational chart
• Determine how information is shared and decisions are made
